I hope this is more than just a slight redesigned, I mean even his hair has grown.

    My hair can grow when I'm still the same age... that doesn't make any sense.
    But in this saga, if he did age. He's proalbably like 11-13.

    I think it's just the lack of shading on his nose, the presence of teeth, and the smaller collar on his shirt that make him look older. I doubt he'll look older the majority of the time.

    They seem to have just taken another style approach which happens every gen.

    Judging from the trees in the background and the colours used it's possible he maybe going back to a more mature approach.

    Bright sharp colours usually means very light hearted from what I've seen and darker colours tend to mean more serious or mature approach from what I can gather from their past work. That's all assuming they know what they're doing.

    I don't believe Ash ages anymore but instead his persona and style of how he's drawn changes to fit with the feel they're going for with each series. A more mature approach for a region will likely create a mature Ash and a light hearted approach for a region will likely create a immature comedy ash.

    There's also the inbetween approach aswell which can be a little harder to tell until watching multiple episodes since they can be mistaken for a more mature or light hearted approach depending on how the style looks.

    Of course that's my theory anyway. These writers are so unpredictable it's a little hard to tell what's going on in their heads sometimes.
