My favorite Pokemon game feature idea I ever made up

Thought of it just now. It's team based a versus mode that allow you to catch Pokemon and keep them. The game mode does not allow you to use any of your own pokemon or item instead you get one starting pokemon out of a set number of randomly generated choices. The game is map based so trainers run around battling each other(you would challenge each other like npc do and you can toggle it on and off), finding items , catching pokemon and trying to meet a win objective like capture the flag, slayer/time/deathmatch but with wipe out instead of kills capturing a special pokemon.
Before the game starts each player is given a set number of skill points which are spent on you guessed it skills. These skills could range from runing faster on certain terrain, healing your pokemon outside of battle, having a longer challenge or move tutoring. After the match every one gets to keep every pokemon they catch and their starting pokemon if they win.
I thought for awhile on how to balance it. Basically each map would have a level and this level will be equal to the highest level possible of a randomly encountered pokemon. You are only allow to play maps certain maps after you do things in the main game. At first these things would be just collecting badge which will allow you to play level 40 maps. Then doing the post game will unlock higher level maps caping off at 60 or 70.
Once you unlocked the highest 70 map here's where the real funs starts you are aloud to create your own custom map or play on other people's custom maps. You can choose which pokemon appear there by using making your map with specific items (statues, orbs, charms, whatever) but the real fun part is that you can deposit two of your own pokemon into your map. They can't be interacted with but their off spring are one of your maps random encounters.
How to balance this is your map's "rank" goes up every time it is played. A map rank being higher allows to increase how many skills points are to be used there or the map's level or maybe how many special items you're aloud to use. Now here comes the restrictive part each player gets a rank which goes up every time they win on this mode. YOU MAY ONLY PLAY ON CUSTOM MAPS WITH A RANK WHICH IS NOT HIGHER THEN YOUR OWN. Once you and your map reach maximum rank it's one big party.
One problem I see is that people would be to busy catching pokemon IV breed offspring to actually try to win but here's idea there is a cap on how frequently you can get into a random encounter. Say you have a lot of encounters in a short amount of time you will have to wait before you encounter something again.
This idea seems feasible at least to me and it sounds like a cool way to get IV trained pokemon with out all the lack O fun. And this idea can be easily modify like having your starting pokemon, be one of your own letting the losers keep there starting pokemon or having no starting pokemon at all instead doing it safari zone style.
