Besides Cheren probably not. I got into a arguement awhile back about whether they are or not it popped back into my memory. My arguement was it didn't make sense Cheren to be the first gym leader when gym leaders were never confirmed to hold back and that until Cheren the creators intended this not to be case and here's why. While this makes more sense to explain how the PC beats them I doubt they intended it at least hanot until recently.
