Several trainers in Pokémon history have used Pokémon that are clearly hacked, whether they're underleveled or know moves they shouldn't. Here are the worst offenders.
It started in RBY. Lance's levels were fine... but his Dragonite knew Barrier, which it can't even learn. And in GSC, not only did his Aerodactyl have Rock Slide (which it couldn't learn at the time), he used THREE UNDERLEVELED DRAGONITE. Matters did not improve when he used a level 40 Dragonite in the tag battle against the two Rockets in HGSS. Someone's got Pokésav out again...
While not as bad as Lance and his three underleveled Dragonite, Norman does have two underleveled Slaking.
His Hydreigon is at level 54, a full 10 levels below where Zweilous evolves. That's hacked, even by Lance's standards.
Wattson, like Norman, uses two underleveled Pokémon- Magneton and Manectric.
Her Altaria is at level 33. Not only is it level 33, it also knows Dragon Dance, which it can't learn until level 40.
Her Purugly is very underleveled in the first battle- around twice as much so as Ghetsis's Hydreigon.
Her Skuntank is at level 20 in the first battle. Not as bad as Mars, Winona or even Ghetsis, but still pretty bad.
8. Iris and Drayden
These two both have a level 43 Haxorus.
Just found this out- in HeartGold and SoulSilver, his Rhyhorn (which should be a Rhydon, considering that it's level 51) has Sturdy, when Rhyhorn can only have either Rock Head or Lightningrod.
His Pidgeotto is at level 9 in GSC and level 13 in HGSS, though it's not as bad as it would be with Pidgeotto being available at that kind of level in Viridian Forest.
