What exactly is filler?

I always thought filler meant this,

"A term used in anime when there is an episode that does not appear in the manga"

Then I visited this forums and I see different views and explanations of the term filler.

So what exactly does filler mean to you?

    The definition you gave can't apply to cases of Anime First which Pokemon is.

    A filler in Pokemon is an episode in which there is no Gym Battle/Contest, getting to know the Gym Leader, Rival Battle, Capture or Release or Character Development.

    Take a look a Johto and 50% has been numerically proven and accepted as Filler. These are the kind of episodes in which Ash and co. meet a trainer whose Pokemon has some sort of problem, they spend the episode to try and help the Pokemon but to no avail, TR steals the Pokemon and at that moment, it gets over its problem and sends TR blasting off. Then Ash and co. promise to meet the trainer and his Pokemon again but never do.

    Johto is filler with such episodes.

    That doesn't really seem filler to me. Most of Johto was called filler because the plot was reused most of the time.

    What I don't get is how is BW21 a filler? A new Pokemon debuts, a game location debuts and a Pokemon was rotated.

    I suppose the majority of the forum states a filler like the example you have given but in my view it really sounds more like what has happened in Johto and it shouldn't be done because its bland.

    A filler isn't necessarily a reused plot. It's a useless plot, regardless of a Pokémon or location debut where nothing pertaining to the main plot occurs.

    No offense intended, but your opinion of or what you think it is doesn't change that.
    Johto was full of useless, noncontributing episodes. Just like the rest of Pokémon. That's what he's saying.

    New Pokémon and game locations do not make an episode non-filler in my opinion, especially for something like the Sky Arrow Bridge which never really has any impact on the game at all.

    The switching I think is important.

    The bad thing though, is that the switching took half a minute, and so the majority of the episode in my opinion was a filler, but overall it wasn't. These half-second scenes may not be enough for a person to consider an episode non-filler.

    In my opinion, I think we need a few more terms to distinguish "pure" fillers from "pseudo-fillers".

    Filler--an episode or chapter in a show or book that does not directly relate to the plot of the show/book and can be removed without causing confusion.

    That's always been my definition of a filler--kinda like Ouran High School Host Club: Haruhi in Wonderland. That episode had nothing to do with the show, really, and did not affect the plot in any way whatsoever.

    That's not true. Reasons why:

    Sky Arrow Bridge is what connects Point A to Point B. If it didn't exist Point B won't be accessible hence why it can't be filler.

    New Pokemon's data is being added to the Pokedex and its a Pokemon that makes its first appearance.

    Game Locations itself makes the episode non-filler because its an area within the game and its an area that impacts the storyline. For eg: Ash visited Opelucid for sightseeing for the first time. Opelucid makes its debut and it affects Ash's journey.

    Remember these are all in my opinions.
