Where did Paul get his starter Pokemon Torterra from?

In Sinnoh, Professor Rowan is the one that gives out starter Pokemon to new trainers, but it seems like he did not give Paul his Turtwig. Some clues to this are in DP 003 when Paul is waiting for Ash outside of Rowan’s lab;

Rowan asks “Who are you?” and even after Paul introduces himself and that he was from Veilstone, Rowan doesn’t say anything it hints that the two of them have met before. Or could mean that’s it’s been sometime since Paul has been to the lab since he’s been to many regions like Ash has so it’s possible that if Rowan did start him out on his journey he wouldn’t remember him after that long period of time.

Also, not every trainer gets their first Pokemon from the regional professor or a starter Pokemon for that matter; A.J. from Kanto had a Sandshrew as his first Pokemon and in Hoenn a Nurse Joy gave out starter Pokemon at Slateport City.

It is possible that since his brother is a breeder, he’d have a Pokemon available for his little brother to start out his journey with, but that’s just a thought.

    No, it would have been impossible for Reggie to have given Paul the turtwig, since he didn't become a breeder until AFTER his loss with Brandon (and in the flashback, Paul had already gotten his starter). It's possible, however, that he got it directly from a breeder, since that's where these professors get these pokemon in the first place. I'm thinking that all he did was get certified at a pokemon training school and maybe got his pokedex/registration done via mail or something. I really don't know how consistent these things have to be cross cities XP
