Someimes technology hates me... help please!

Ok, so I got a new laptop like 2 days ago. I love it, it's awesome, but for some reason, I can't open .jar files! And yes, I do have Java downloaded. It's just not cooperating with the file I want to open. Every time I try to open it with Java, it says:

"Could not find main class:
C:\Username\Downloads\Pikatimer2.0.2.jar. Program will exit."

And I just don't know what to do :/ The OS is Windows 7. And I went on Java.com to see what the problem is, and I went to the Error section. I found the error that I got, and Java.com said to uninstall java then reinstall it, and I've done that tons of times and it won't work D:

    Like, could you open the file before this time?

    And I'd ask about environment variables and file type associations, but it seems you have that down already.

    I could open the file on my old laptop, but I want it to work on this one.

    I've got the environment variables, but the file type associations I haven't got (Well, maybe I do, but I just don't know it).

    I read something online that said to open Windows Explorer, go to tools, and then go to Folder options. I did that. Then, it said to go to File Types, but I couldn't find File Types anywhere, so I just gave up on that.

    On file types in the WinVista/Win7 architecture.

    ...anyways, if you could open it before, and it's just a file you copy-pasted from one computer where it worked to another, it should work (I still find it odd that it doesn't)
