Yes, the name is a rip-off of Cyber End Dragon, IMO. Even though he's part of the Destiny Hero archetype Dragoon isn't a Destiny Hero monster. Dragoon is the fusion of Destiny Heroes Plasma and Dogma (though Dragoon is weaker than the latter in terms of ATK). He can destroy one of your opponent's monsters per turn and inflict damage to your opponent equal to its ATK, but at the cost of your turn's Battle Phase (this effect can be stopped by Stardust Dragon, so it's better to attack it rather than using its effect on it). If Dragoon is in your Graveyard during your next Standby Phase, you can remove a Destiny Hero from your Graveyard and Special Summon him (but only if he was Fusion Summoned, and not summoned via Cyber Stein/Summoner of Illusions/The Dark - Hex Sealed Fusion).

-You can summon it with a combination of Fusion Gate and Chain Material. Since you can't attack during the turn you use Chain Material and Dragoon is destroyed at the end of the turn, you can summon multiple Dragoons and use their effects. You can summon them back during your next turn by removing Destiny Heroes.
-You can summon Lava Golem to your opponent's side of the field, then have Dragoon destroy it and inflict 3,000 damage (and getting rid of 2 of your opponent's monsters)
-You can use Destiny Hero - Dunker to discard more Destiny Heroes or Burial from a Different Dimension to return the removed cards to the Graveyard so you can keep summoning Dragoon from your Graveyard if he's destroyed.
-Sometimes it's better to destroy face down Defense Position monsters with Dragoon's effect (because they may have Flip Effects that could hamper you)
