OK, let's get this straightened out once and for all.

^See this image? I'd be surprised if you didn't. I must have seen no fewer than three blog posts today containing what we all suppose to be evidence that the Shadow Triad and the Striaton trio are not, as has been so widely believed, one and the same. But is all as it seems? I think not.
First off, what you have to remember is that the Shadow Triad are ninjas. Ninjas who are skilled at vanishing and reappearing at will. Hell, this sort of thing was used in the initial theory, to explain how they could warp between Striaton Gym and N's Castle, so why not here? Now, for a trio of vanishing, teleporting ninjas, surely creating illusory copies of themselves can't be that Farfetch'd, now can it? Thus making it easy for the the Triad and the Gym Leaders to be in the same place at the same time- or at least, to appear to.
Second, even if point number 1 is somehow rendered moot, we're all forgetting one very important thing; This is the world of freaking Pokémon. Striaton City is a stone's throw from the Dreamyard, where any one of the Shadow Triad could have easily procured a Musharna, whose illusion-creating capabilities were displayed quite nicely in B/W 1. Anyone else remember those Ghetsis illusions? I know I do.
Third, as to the "why", given that dozens of fans have already made the connection between the trio and the Triad, it's not unreasonable to assume that Unova law enforcement could easily have drawn the same conclusions. The trio's absence at N's Castle was most suggestive, after all... So, in order to take the heat off of themselves, the Triad/trio staged this whole scene, likely when someone would have been passing by, looking in, etc., and thus would have spread the word that the trio and the Triad were not the same. It's the perfect plan.
Fourth, all of the above is assuming that any of this actually happened. Remember, this whole sequence is just Chili's flashback. How sure are we that what he relayed was 100% honest? He's a sneaky, tricky, Ghetsis-loyal ninja!
