Being purely objective here, the first thing a pokémon is ever, ever known for is its design. This article wasn't about how the thing is in the game (and therefore, in the metagame), where its perfomance matters more. It was about its popularity. And while its perfomance in the metagame has an impact where a pokémon will be more or less liked, that is but a mere portion of it.
