My pessimism on Kanto in HG/SS (or, I better stop before I derail threads)

Ok.
I'm sure my pessimism on Kanto being in HG/SS has done WONDERS for my credibility. I'm sure I'm seen as a troll, moron, idiot, etc. I don't exactly like that for voicing an opinion, as unpopular as it may be...
Well, I'm gonna put it all out there now.
In recent weeks, I've been looking at HG/SS as more a reimagining of Gold and Silver than a true remake. Largely due to NEP's taking Celebi's spotlight, and a new area dedicated solely to Arceus... not to mention Arceus' strong presence as well.
My train of thought is that HG/SS is now taking Johto, a previously underdeveloped region and taking it into the future. Kanto would interfere with this.
Additionally, Kanto wasn't very developed in G/S/C. I can't see them putting the effort into completely revamping Johto, and doing the same for Kanto. And the argument I always hear is "they are smaller than Sinnoh"... yes, they are by themselves, but together they are a tad larger (wider, specifically). Initially I thought technology would be a stop to this, well that I was wrong about. But there's the issue of effort and whether or not they see it worth to include.
This is why I eagerly anticipate official word of Kanto's presence.
So there you go. Flame me, let me have it, do your worst. I hope my pessimism is misplaced, I WANT to be wrong.
