I think Movies 8 and 10 had some unreleased music.

This track from DP189 for example, sounds like something straight out of Movie 10, but it doesn't seem to be on the soundtrack.

Hey, I liked the 22nd (The Protective Pillars Activate (Reshiram Version)) and 23rd (The Sword Castle Rises! (Reshiram Version)) tracks from the Reshiram version quite a lot! </joke>
I think that Pikachu Records should have just sold the full Movie 14's OST with double the price of the usual Movie OST. If they were able to fill the entire Movie 13 soundtrack in one CD, they surely could have done the same with the 2 Movie 14 CDs.

Now some good news (actually it was known for a while):
Movie 15's CD will have the most tracks out of every Pokémon Movie BGM CD. At least 41 should be used for the movie, which will make 100% or near 100% of all the tracks (it should be noted that Movie 11 had 42 tracks, of which 20 were unreleased). The 42nd is obviously the movie's opening, and the 43rd to 57th should be the music from 15th Short.
