You definitely want to have Facade over Thunder Wave, it might not get STAB but it is still your strongest move once burned, and since the burn is going to put a timer on Luxray's life you'll want to use Wild Charge as sparingly as possible. If you want paralysis support, it's better for a teammate to provide it since Luxray has a limited life-span due to the burn, and you want to spend every turn possible attacking.

Sticky Web is an entry hazard that lowers the speed of grounded Pokes switching in by one stage, which is a huge blessing for Pokemon with middling to lowish speed like Luxray. The fact that Luxray actively discourages Flying types from switching in helps too.

The simplest thing would probably be a Guts set, you'd want max attack and speed, a Jolly nature and a Flame Orb. Facade and Wild Charge are your main moves, Protect or Quick Attack to safely activate the orb (QA can be used to pick off a weakened target and activate the orb, Protect is more consistent but leaves you with no priority) and your choice of coverage move. I'd go with Fire Fang, but Crunch and Ice Fang can work too. Sticky Web helps you immensely.

(Perfect IV Ditto is highly coveted for this reason.) Mostly it's hatch, Judge, repeat until you luck out. Oh, and check out Shinx's Bulbapedia page to find optimal Egg moves. Mostly focus on Attack-based moves and go for the electric-type STAB.

Your right and I know that. I was asking if anyone knew of a good nature & moveset for a Luxray. I have one that knows wild charge but it doesn't seem to be that strong a move when he uses it.

Thank you guys for the suggestions! I really appreciate it. And the fact that I can't figure them out on my own has been driving me crazy.

I like those name @jabberwocky just wondering but does that mean that Akisaki would mean "sparkling/bright hope blooming"? Cause if it does that's totally her name! But I'm still not feeling a connection for my villians name....He's a destrutive force of nature...what's a name for someone who sees everyone else as disposable, who hungers for power and control and to be more than Giovanni every was, to make team rocket a villan corporation to be feared by all. He's 6'2" with long, bleach blond hair, blue eyes. He is intelligent, handsome, manipulative, sarcastic and cold. Mmm...AND I STILL CAN'T THINK OF A NAME!!!

I know it's very basic, but Shiro and Kuro, or any corruptions of them, would surely fit. Possibly Shira, to make it feel more feminine?

For your latter character, who uses a gun, something like Hōshu (which means gunner) as the last name, maybe? I dunno, just something that popped into my head.

Hikari means light in Japanese. Mitsuko means roughly the same. Aki means "sparkle" or "bright" and relates to hope. Mizuki and Natsuki refer to the moon with similar connotations. Saki means, basically "hope blooming," and Yuuki also contains the character for hope.

For the latter, there are several names to choose from, assuming you're not picky about language. Some good sinister-looking names with meanings relating to blackness or darkness include Ciar (Gaelic), Dubhan (Gaelic), Shyamal (Hindi), Siavash (Persian), Dunstan (English), Feardorcha (Gaelic), Gethin (Welsh), and Teivel (Yiddish).

I'm no visual artist, but if you have a specific image you want as a signature, I can probably whip something up in Photoshop for you if you want. :D
