I have problems even finding one Water-pokémon I want to use in Unova, and Water is my favorite type. While some of them is usable, they're all horrible to regard, perhaps with the exception of Samurott, and if I don't find them physically appealing, I won't use them unless I absolutely have to.

Perhaps it was inherited via breeding? You mean, if two Altaria possessing Dragon Dance breed, the resulting Swablu would have it? Didn't work that way until Diamond and Pearl. Besides, Swablu can't learn Dragon Dance, anyway.

Pidgeotto could also be found in the Viridian Forest in RBY at a very low level (I think it really only applied to Yellow, can't remember anymore), but I remember you could find Pidgeotto at level 9 there at the time.
Edit: Haha, I didn't even notice you mentioned this. Was Pidgeotto available for capture in the GS HGSS version of Viridian Forest, if you can honestly call it that?
